Police advice to licensing chiefs: ‘Food doesn’t soak up booze’

POLICE have told licensing chiefs not to be convinced by the idea that drinkers can avoid getting tipsy by “soaking up” booze with a hefty dinner.

The assessment comes as pizza restaurant Ecco in Drury Lane, Covent Garden, seeks to extend its opening hours to 2am. Everybody knows they shouldn’t drink on an empty stomach but what about after a belly full of pepperoni pizza?

PC Joel Francis said in his comments to Camden’s licensing committee: “Contrary to popular belief, food does not assist with soaking up the alcohol consumed and lower intoxication levels until much later. At the time the person is intoxicated it simply keeps them on the street for longer where there is more chance they are taken advantage of.”

He added that the bid to extend the licence could encourage more footfall, leading to “street touting, thefts, drugs – something which has blighted other parts of Seven Dials. Common issues outside late-night refreshment venues include vomiting, noisy disturbances, urinating, littering, people needing medical attention and general drunken behaviour.”

The officer added he understood the business case for the longer hours – which would bring Ecco in line with other restaurants in the neighbourhood – but said extra hours would disturb people living nearby. Ecco say they will employ various procedures to ensure the extra trading will not impact anyone.

This includes having a member of staff on hand to ensure customers leave quickly and quietly, doing a daily risk assessment, and that already robust conditions are in place.

In its application, it said it was to meet “customer demand”, adding: “It will allow people heading home or staying at the hotel opposite to have a meal.

Alcohol will not be available during these hours.” Councillors will make a decision on the licence application tonight (Thursday).
